Falls Church is a small city with a long memory. Winter Hill, once called Tyler Gardens, was first built in 1948 and has 480 units. In a 2019 commentary, the City Manager wrote that most of the City's storm drains were installed by private developers between 1940 and 1970, a good hint about when the neighborhoods around them were built.
