The Town of Vienna's own history page says that in 1940 Vienna was still a small, quiet, rural town with a population of 1,237. The post-war rush to the suburbs then brought nearly 10,000 new residents. The houses built for them are now 60 to 70 years old.

Many of those houses are gone or greatly enlarged. A real estate column in the Tysons Reporter noted in 2019 that Vienna's original homes covered only 11 to 12 percent of their lots, against a Town limit of 25 percent at the time. More roof and more pavement on the same lot means more rainwater to send somewhere.
