Black Mold in Arlington Homes: The Short Version
Arlington County's own guidance says mold can begin growing within 1 to 2 days in warm, damp conditions. The dark kind people worry about, Stachybotrys chartarum, is described by the CDC as a greenish-black mold that requires constant moisture to grow.
So black mold is usually the end of a long, quiet story: a basement wall that has been damp for seasons, a slow leak behind a shower, or water that has come down from the unit above more than once.
You do not have to identify it to deal with it. The CDC says all molds should be treated the same when it comes to removal. The County's guidance also notes that small areas, under about 10 square feet, may be cleaned by the homeowner, and that larger areas may call for professionals.

Do I Need to Test It First?
Often, no. When the cause is known and the area is defined, testing before removal is not necessarily needed, and the EPA says that in most cases sampling is unnecessary if visible mold growth is present. Testing is advisable when you suspect a wider problem and want to quantify the risk or find where it is, and again after remediation.
